In the imperial period, the Mediterranean became a peaceful "Roman lake," and the fleet mainly performed patrol, anti-piracy, and transport functions. A key task of the fleet was to ensure uninterrupted transport of grain to the capital. The Roman fleet was also present on major border rivers, such as the Rhine and the Danube, supporting the army and protecting the borders from invasions.

However, as the Empire declined in the 3rd century, the Roman fleet suffered significant weakening. In the 5th century, faced with barbarian invasions, the fleet was unable to effectively defend the coasts, contributing to the fall of the Western Roman Empire. The fleet of the Eastern Roman Empire, known as the Byzantine fleet, continued the maritime traditions of Rome.
